Namco System 12 and Frame Delay

So I recently noticed an issue with Tekken 3 and Tekken Tag on Groovymame. Whenever I enable Frame Delay, even on 1, the game speed increases to 120-150%. Both autosync and throttle are on, is there any way to fix this? Thanks.
