Donkey Kong jr. Board issue

Guys I have a weird one. My Donkey Kong jr. Board that I bought from somebody does not work. I can use the video board from my DK 3 orsat and have the appropriate chips plugged in and get video with the CPU side of the DK Jr but when I use the DK Jr video board I get a square box in the Middle with no picture at all. I thought it might be a sync issue but since I'm getting a square box that tells me that the clocks are working and the sink is there what would you guys think is the problem or can you point me in the right direction maybe you've had this issue before. I'll include a picture of what I show on my monitor. It's weird because the board looks pretty good I fixed the bad Trace that was intentionally cut and I've even replaced some chips that were Suspect with known working one and they didn't change the picture at all which led me to believe that the sink issue or clock is not an issue. My voltage levels are all good
