What about this? Will it be enough to handle Groovy MAME and Hyperspin up to mid 90"s on a WG 7400 25" CRT.

I actually bought this same graphics card. I'm running MAME on an i5 as well win 10 32-bit, so only 4gb ram. Not sure about the details on my processor, but it runs Hyperspin and Mame flawlessly. Your other post mentioned Daphne, and I don't use that, so I'm no help there.

More than enough. But optiplex doesn't use standard components. That may or may not be ok for you. I have bad luck with PC components failing.

I've had a lot of trouble with Optiplex PCs in the past. They seem very unreliable. I was initially attracted by the price but I've had two fail on me which leads me to believe it's just cheap componentry.

Personally (and this is just a personal opinion) I would rather buy a decent branded second-hand PC than a 'new' Optiplex. (Just my tuppence worth).
