This game

is a good game , i tried setting it up since i use a G27
the controls is kind of strange   i dont have access to right now how it displays in MAME in the TAB menu
the steering only works with the key left / key right
After you close the game the controls dont seem to save itself

Anybody that happens to play this and knows what this is

It looks like the dip switch to play with a steering wheel is listed as "unused" in the service manual. The wheel is recognized in the games menus but not in the actual game.  It's possible that they were planning on a version with a steering wheel but never fully implemented it.  The artworks shows a joystick.
