Trouble with LED blinky

Noob here and I could use some help.
1) For the most part I've got things working well. I've got three systems lighting up  buttons correctly for the games. I've assigned the colots, etc and things are fine. When I'm in Launchbox/BigBox though and not playing a game, just three of my twelve RGB player control buttons light up (P1.6, P2.2, P2.5). These buttons light up correctly for game controls and animations, but when I'm not playing a game I'm left with this weird lighting setup (see pic) with 3/12 buttons lit. On controls editor I was able to go to default active and change the color and it did change, but just those three.

2) I have a couple coins buttons, a couple starts, and 4 other admin buttons (esc,pause, volup,voldown). Is there a way to keep the 4 admin buttons lit if I want to?
