Video anomaly on new install of HD 5450 and Emudriver

I used to run the very first edition of ArcadeVGA but just upgraded my MAME CPU to an i3 along with Windows 10.
I got an HD 5450 on eBay and installed it in the new box and did the Emudriver setup.
I have a WG U2000 Standard resolution CRT monitor. I just got it recapped and refurbished.

Everything looked like it was going ok, I followed all the normal setup instructions for Emudriver and GroovyMame.

The only way to describe the video anomaly is to show the pictures.
First is from Windows 10. Second is from starting GM using the command line "mame64 pacman"
The last shot is I dug out my old motherboard and ArcadeVGA from my old machine and hooked it up to my monitor and fired up Pacman on that.
No anomaly.

Any thoughts?

Adding to my own thread.
Looks like this is some issue with the card or the video modes.

I was able to recreate the issue on my normal LCD monitor when plugged into the same VGA port that I plug the CRT into.

If there's a dvi-i connection, maybe try that and see how it goes.
