Spinner constantly running

I'm trying to troubleshoot a non working spintrak spinner  When I hook it into WinIpac, it seems like the spinner is running constantly. (If I select a key of 7, 7s will fill a notepad file until I move the joystick.) I was thinking it was a wiring issue, but can seem to find any. Any suggestions?
