winIpac/4 - Working but cannot change key assignments

Hey everyone. I recently replaced my PC for a MAME setup Im running, and I'd like to update some of the controls on my ipac. It seems like Im able to get 90% of the way there but I've hit a snag when it comes to updating the board. Im running winIPAC 2.0.8. I adjust the controls to what I want, and when I hit the 'Program' button, I get a message that says: "Programming IPAC, driver installed ok". Then after a few seconds I get a second message "failed to program device. Try reinstall with board connected and/or reboot."

The details:

It's a winIPAC/4 I bought around 2011/2012.

Connected via USB

Run as administrator

Rebooted, changed USB slots
