J-PAC not saving upgraded firmware

I have a J-PAC in my Korean DDR cabinet hooked up to a computer running Windows 10.

None of the inputs worked, but upgrading the firmware using WinIPAC made it function perfectly.   
Occasionally when I boot up the computer, all the arcade buttons will continue to work properly.  Sometimes when I boot the computer none of the arcade buttons work, and when I run WinIPAC it shows that the firmware has reverted back to the original version.

Is this normal behaviour, or am I not upgrading the firmware properly?

Not normal. I don't know how that could happen - except that Win10 is doing some driver re-set. Check the Windows event log.
