It looks like its been molested for parts to fix up his own stick and now he's trying to unload the remains. The handles look black as he probably took the blue ones for his stick and put the dime a dozen black ones on. The stick is missing three leaf switches which he probably removed for his stick as well because the leaf switches on those Tron style trigger sticks are *not* standard leaf switches. They are longer and also have little white round spacers between the leaf contacts. Regular leaf switches don't have these spacers and won't work on a Midway (Tron style) trigger stick. He probably switched the 4-way restrictor for an open 8-way too. The picture is probably crappy for a reason. Personally I would be patient and wait for a more complete one to come along.

AH, his pics are always crappy.

Seems like a decent guy, I've done business with him in the past. He probably got it with a load of parts he just picked up. He usually parts out older cabs and sells everythig seperately.
