If I have a jamma PCB that was originally played on a 25khz monitor, can I plug it into a cabinet with a 15khz monitor?

Short answer. NO

Longer answer.

Maybe, a couple (very few) games support both monitor types and can be configured via dip switch, or I believe Happs sells some sort of CGA>EGA>VGA conversion board that you could possibly use (it is costly).
Acceptance of Zen philosophy is marred slightly by the nagging thought that if all things are interconnected, then all things must be in some way involved with Pauly Shore.
