Defender - Ship goes straight to top of the screen

I have a Williams Defender that I recently bought and all was working fine until just after playing a game, the next game started with the Ship going straight to the top of the screen.  Currently every new game starts with the ship flying straight to the top and you are unable to get it to go down.

I have used a volt meter to check the leaf switch connections back to the wires. I have checked ground connectivity all the way back to the plug into the circuit board. I have also check the wires from the leaf switch all the way back to the plug at the circuit board.  All have connectivity.

At this point I have hit my limited knowledge.
Any suggestions would be helpful.
PS, the game has been unplugged and reset multiple time and has gone through the diagnostics several times with noting being said as a problem.

Unplug or temporarily break the connections to the joystick and see if it still does it.
Acceptance of Zen philosophy is marred slightly by the nagging thought that if all things are interconnected, then all things must be in some way involved with Pauly Shore.
