Reversing Dial in controller.ini

I have an old tornado spinner. The configuration in my controller.ini file is simply:

               <port type="P1_DIAL">
                      <newseq type="standard">
                           MOUSECODE_1_YAXIS
                   </newseq>
                   </port

But when I play games I always have to reverse the dial in the specific game. I've tried adding reverse="yes" to the controller file but this doesn't seem to work - I still have to enter reverse in each game.  I looked around for an answer to this but couldn't find anything obvious. Is there something I am missing to be able to reverse the dial in one place without having to do it in each game?
