Ultimarc U360 trouble

Hi I am trying to get 2 U360's to work on Arcade machine . When I plug both of them in to my Computer via USB when both are connected And I turn on my computer I get a error "keyboard not found ". When I plug in one joystick I do not get the error . I have used the joystick software to change the ID's they are Joysticks 3 and 4 . Do you think I need a powered USB hub? If not am I missing something ? I am running windows 7 and my computer has 8 USB     Inputs . My keyboard and mouse are using  USB 1 and 2.

I would guess this is a problem with the PCs BIOS having trouble with the number of connected USB boot devices at startup.

There might be a BIOS setting such as "Legacy USB Support" which might need to be turned off.
