Is TMNT slowdown normal??

Played TMNT 4 players for the first time over the weekend.  Interestingly, toward the end of the game (the last 2 stages) at some points the framerate would drop to a crawl.  It never happened once previous to the end.  There wasn't any more happening on screen when compared to earlier, may have even been less characters on screen.  Just curious if this is normal or what I can do to change it.

As best as I can recall, it's normal.

I kind of thought it might be, seeing how the entire beginning of the game is great. But I searched and searched and couldn't find any mention of it happening to anyone else, so I thought maybe I had a bad rom dump or something just with my setup.

Well, looks like it's part of the actual game.  Found a youtube video of 4 players playing on an original board with a supergun.  Fast forwarded to last stage and it clearly slowed down at some points.
