Street Fighter 2: The New Challengers - how to pick a new character when you win

Me and my friends like to play Street Fighter 2, and the one we play is The New Challengers edition. Is there a setting where when you win a match, you can select a new character on the character screen after you win a match?

The factory settings are that when you win a match, you keep the character you won with and the new challenger can pick their character. I've looked in the service menu and didn't see anything.

Street Fighter has always been like this as I remember?
Its winner stays on (in true arcadey fashion) So as far as I know, No way to change that.

Yeah, the winner stays on, but is there a setting for the winner to choose their character? Right now, when you win, you stay on and the character you selected for the previous match is your character for the next match.
