ATOM-15: can't create bootable USB drive

Hi

I want to use ATOM-15 to flash my BIOS, but am failing at the first hurdle! When I use the HP USB tool to create a bootable flash drive, it goes through the process OK, but at the end there are no files on the USB drive. I've pointed it at the win98boot files. I run it as admin and have tried 2 different USB sticks. What am I doing wrong?
