Auto Switching ServoStik Problem

I have a pair of ServoStiks and I am trying to make them auto switch and it only ever does the unknown joystick switch.  I installed JoyTray and installed the plugin for mame.  I also have the a control file.  I am running Mala .174 and Mame 1.61.

Any thoughts on what I am doing wrong and how to maybe fix it?
