HLSL and Prescale Options not working correctly in 0.173???

Whats happened to the HLSL and Prescale settings in the mame.ini file?, for what ever reason if you enable HLSL setting in the Mame.ini file it seems to ignore what ever settings you have set for HLSL and seems to load  default settings for each game individually and does seem to read the settings you have set in MAME.

Also the Prescale option appears to no longer have any effect, i usually set it to something like 6 or 8 to get the display sharper but that setting now seems to change nothing.

Any ideas on these 2 issues??
