Joystick,Keyboard,I-Pac 2 questions

Hello I purchased an Arcade Cab a week ago and it is connected with what looks like an old I-pac pcb and connect with AT keyboard (pic below). I have it hooked up and it works fine sometime but when playing 2 player games sometime only one person button presses register at a time. My question is if I buy an I-Pac2 would it fix this problem since its usb instead of AT? Also would like to connect the control panel as default Xbox 360 controllers  and NOT have it emulate a keyboard would an I-Pac 2 allow me to do that and if not how would I do that? Thanks for all advise.

IPACs are keyboard encoders, and while there may be software solutions that might allow you to convert keystrokes to joystick signals, you'd be better off using a gamepad type encoder for what you're trying to do. These are a few popular options:

Ultimarc's Uhid http://www.u-hid.com/home/overview_board.php
GGG GP-Wiz http://groovygamegear.com/webstore/index.php?main_page=index&cPath=76_81
Xin Mo http://www.paradisearcadeshop.com/xin-mo/24-arcade-controller-to-usb.html

There are others with more or fewer features depending on what you need, like the Kade or the Zero Delay. You can gut out a cheapie gamepad and just use the PCB. Lots of options.
