Retroarch not binding 2 player

I'm using Windows 10 and xin-mo 2 player encoder in my cab. When I bind 1 player in retoarch it works ok. Then when I bind 2nd player it seems to overide the 1 player controls. So 1 player doesn't work and 2 player does. The problem is that retroarch doesn't seem to recognise the xin-mo as a 2 player device. I've tried config file but to no avail. Has anyone got any ideas before I smash my cab up?
