On This Control Panel What do These Buttons Do?

I have been lurking around the forums for the last few months, building my notes on everything I will need for my first build.  There is one thing I have seen that I haven't found an answer to.  Maybe this forum is the place to get this straightened out.

The control panel design I want to go with is the one that Jarrett made so popular.  I really dig this design and I grok pretty much everything about it except the what the joystick and buttons inbetween P1 button and the emulator controls do?  I have seen these on many different builds but I can't quite figure out what purpose they serve.  Are they for some specific games?  Do they control the PC somehow?  Are they there just to look awesome?

The red balltop is probably a 4-way stick. The other one is a mistake.

That panel isn't as usable as it looks. It tries to stick 4 players all across the front of the cabinet instead of them hanging off the sides like they normally do. The shape can jab you in the stomach and those second row controls are not comfortable to use (even though you see them all the time).
Acceptance of Zen philosophy is marred slightly by the nagging thought that if all things are interconnected, then all things must be in some way involved with Pauly Shore.

In that case I won't worry about it.  I was planning on using the ServoStik anyways.
