1941 Rockola Deluxe- stopped working with coins

I recently purchased this 1941 Rockola. It was setup to play on quarters. It worked for awhile and then all of a sudden it just stopped. It started to have a loud hum. I narrowed that down to what appears to be some sort of actuator (in photo1 which pushes or pulls leaver from gear wheel). When a coin is dropped in I get 3 or 4 clicks from the coin mechanism and nothing happens.

I can manually play one record at a time by disengaging the lever from the gear that is pictured. Once the record is done and the cycle finishes the lever locks back into the gear.

So I'm not sure if I have a coin mechanism issue or if that actuator is bad?
