Time Crisis 3 issues switching over to system 256

I recently had a Time Crisis 3 game self destruct on me. The system 246 board melted. I ordered a new system 246 and it promptly fried on me too. I then ended up getting a system 256 and new power supply. I plug in the system 256 and it just shows a blank screen. I know the monitor is working fine (Sanwa 27z21a74a). I have also swapped the dongle, optical drive, and game disc. I also tried the computer in the fully working side of the machine and it would not work. I have the jumper at to 246+. I fiddled with some different dip switch configurations on the front and the best I can do is get it to show a blue screen before it goes back to black. Is there something else I am missing here? Does anyone know what the specific dip configuration should be?

Any help would be greatly appreciated. I am tearing my hair out over this.

have you read the voltages on the system 256 front panel?
