Major Hardware Upgrade now ZINC runs SLOW!! Help

I recently made a huge upgrade to my PC and Mame is great, but Zinc is dogging it hardcore. My old set up Zinc was great. Now its about 20 times worse and I can't figure out why. Any help or thoughts would be greatly appreciated. Latest drivers are installed. Running Windows XP SP3 and Direct X 9.0c

Running Zinc 1.1 Open GL and D3D 1.2 (tried both renderers win3d is faster)
Current HW set up:
CPU: AMD Phenom II x4 965 Black (3.4ghz Quad Core)
MB: GA-790XTA-UD4 (Gigabyte)
GFX: PCie Sapphire Radeon 4850 HD 512mb

Old System
CPU: AMD 3800+ Socket 939 (2.4ghz single core)
MB: GA-K8NSC-939 Nforce3
GFX: AGP EVGA Gforce 7800GS 256mb

I am stumped. This should have made a difference.
