I-PAC4 Programming Troubles

I've been attempting to program my I-PAC4 and run into some trouble with five of the keys.

The Player 1 joystick is currently programmed as this:
Right = lshift-Tab
Left = lshift-Enter
Up = lshift-`
Down = lshift-p

These keys should be the up/down/left/right arrow keys respectively.

Also, the Player 3 button 1 is currently set to lctrl when is should be rctrl.

I have attempted to reprogram these buttons using the available utility (from Notepad press ctrl-alt-p) and have had no luck. Can someone please help?
