Post a link so we'll know exactly which one you're talking about.
But if you mean the japanese style sit-down cab on the recroommasters.com site, there are several versions of it. One that you rest the xarcade stick in, one with a flat board to rest your MadCatz fight sticks on, and one that comes with a fully functioning control panel already built, setup and will plug into a PC, PS3 and/or xbox 360. It's about $800+ depending on where you're getting it shipped.

But ultimately it depends on what you want to spend your money on. I don't have a lot of space and tools to work with either. But I don't have a problem learning. Essentially it's like this. The easier you want it, the more money you're gonna spend. The more work you spend, the less money you may spend (if you're smart about how you work).
If you want to try your hand at painting and assembly, but don't want to do a lot of wood working, check out this guys kits:
http://www.kraylixarcade.com/From what I've read online in the Shoryuken forums, this guys work is top notch. But you need to do some filling, sanding and painting. Or you can spend more and it'll come to you painted, but you'll still have to wire everything up.
If you're scared of wiring up a control panel, there are a ton of easy options out there.
If you want to hook up controls to a PC, 360 and PS3, google the PS360+ PCB. No soldering and you can use it with all 3 machines without a lot of hassle. Or you can get a Xarcade PCB kit from XArcade. No soldering required with those either, you just need to get adapters to make it work with other consoles. If you just want to connect it to a PC, then you can go with an iPac encoder from Ultimarc.com.
Decide on what you want, ask questions about it, and the peeps here on the forum will help as much as we can.
