which is very irritating. i didn't realize it for a while, but occasionally for reasons I'm not clear on, when I unplug and swap control panels, it will not keep them set as mouse2 for one and mouse3 for the other, and then I have to reassign in mame which controller does what, which is annoying and irritating.

is there any way to make sure it always assigns say, trackball to mouse2, and spinner to mouse3 regardless of when or how many times they are plugged and unplugged?

Sounds like you need DrVenture's Controller ReMap Utility: http://forum.arcadecontrols.com/index.php/topic,108767.msg1154628.html#msg1154628
