Tablet jukebox/emulator for my Lyft Car

I'm a Lyft driver (essentially a private cab driver) and one of the things I'm looking to add to my car is a tablet computer that will serve as a touch screen juke box for my passengers. Perhaps also a video game emulator for those that wanted to play a quick NES game or two. I've been scanning ebay for cheaper (less than $200) tablets that might fit the bill.

I'm not even sure where to begin. If I get a cheap surface that runs windows RT would that even work with some of the software I'd need to use. I'm sure hard drive space is going to be a concern might be able to pull off externally.

I am thinking of a mount like this so it could sit in the front seat but also shift to the back seat for passengers that sit back there.
