First issue with a CRT. I'm new to these things. The image appears stacked and will flicker randomly. Not entirely sure what to do.

looks like you are feeding it an improper signal. (monitor is likely 15k and the signal is 25.)
double check that and that your sync signal is proper for the monitor. ( seperated sync (H/V) or combined sync (H+V)
