Which memory manager for DOS?

I'm trying to get my dos mameCab running.  I've got win98 booting straight to dos (bootgui=0).  I've loaded himem and it says I have 326megs of extended memory (which I do).  However, when I run advance mame it says I only have 46 megs.  I tried loading emm386.exe with and without NOEMS, NOVCPI, and both.  After I load emm386.exe it advmame says I have 16 megs of ram.  Is there another memory manager or option I should be using?
