Autohotkey and 360* wheel question

In the planning stages of a 360 degree driving cab (Pole position cab) and working on a game list. 

One question that popped in my head is weather you can use autohotkey to take the 360 degree wheel movement and convert that to key presses for use in EPSXE. I'm assuming it's possible since you can make the wheel act as a mouse axis but I really don't know much about autohotkey. My brother was wondering if I could get it to run PSXs version of Hydro Thunder.
