Power Supply Replacement?

Working on my Guerrilla War game. Some graphics glitches, black title font instead of Camo where it says Guerrilla War, and some of the smaller bridges appear as black or no color.

When I looked at the PCB boards only 1 of the red LED lights is lit, the #1, not the #2. But when I unplug, the #2 flickers so I know it works. According to the manual this means the +5V is off.

I tested it with a digital multi-meter this evening. It was at 5.33V, so I brought it down, right around the acceptable limit of 5.1V according to the manual, the board turned off.

Any thoughts?

The Power Supply is a Peter Chou F102131288 .

At +5V, game will start but kicks off in seconds, and still only the 1 red LED light on the PCB. I tested the +12V and it only showed 10.74 and the -5V was -3.46.

I am assuming the power supply isnt working correctly. Which brings me to a replacement. But which one.

I originaly thought, based upon manual: 15A power supply 110v/220

But the Peter Chou is :15A power supply 115V/230

Any help you can give it all would be great. Thanks

When you measure for +5 volts, are you measuring at the game board or at the power supply? You should be measuring at the board.
The other 2 voltages may not be a problem. The audio is working, right?
Many boards don't use the -5vdc but in not sure about this board.

No, I was measuring at the power supply, using this post as a guideline.

Sound is working. It occasionally skips, or crackles.

The game plays, It really has just 2 glitches that I have found so far, on the title page, the title is black, not written in camouflage, and throughout the game, little bridges are black or no color.

I zoomed in on the power supply checking because of the only 1 LED test light being lit on board, manual had said if only one was lit to adjust the +5. 1 way made the characters disappear on the screen, the other way made the game shut down.

Yeah
Try measuring the +5 at the game board connector, with the board connected still.
The voltage will often show higher at the psu itself. You may have adjusted it to lower than 4.9v at the game board.
  Make sure you have a solid 5.1-5.2 volts at the game board first.
Then if the game runs stable but has missing colors, I would first suspect the graphic chips
If there are socketed proms on that board, you will want to pull each one and clean the legs and make sure to reinstall them correctly. I like contact cleaner and air as you can even get inside the sockets for cleaning.
  Your problem can possibly be due to a bad chip or socket but the obvious and easiest thing to me is to first adjust power and then make sure all socketed chips are cleaned and seated well.

Thanks again mgb, just wanted to give an update, the power at the board was horribly low, so I bought a new power supply. Both red lights are lit, and power holds. Was able to adjust the colors on the monitor and the bridges appeared. Now I only have the title screen graphics that are off.  I am going to try the cleaning and resetting the chips this weekend.

It is really never a bad idea to start a game out with a new power supply even if the old one works fine. A few of the top shops never let a game leave without a brand new power supply.

I had read power was the 1st thing and always the 1st thing, so when I finally got around to ordering it, it wasnt really that much of a surprise it solved the board issue.

Alas, I will not have to take my chips out and resocket them after all. I pulled up Guerrilla War on MAME to try and match the colors better, and started adjusting the monitor on the real machine and.....wait for it... what I thought was a graphic glitch(I am rather ignorant at this), was nothing more than the previous owner, cranking the brightness and contrast up to the highest level and throwing it all out of whack. The GUERRILLA WAR in Camouflage came in crystal clear on the title screen. Love it.

Graphics look awesome now.
