Mala Layout Converter download issues

After several failed attempts to set up MAME on my own, I've tried using unclet's guide to set up Mala.  However, I seem to be having some difficulties accessing malafe.net  (probably due to Comcast being my internet provider).

I have been able to find everything I need so far, but I can't find a download for the Mala Layout Converter anywhere.  Could someone provide a link to a mirror download?

It should be in your Mala folder.  What I did was use my phone to get to malafe.net and dl everything from there.  Once done I just coped from my phone to my PC and set everything up. That way I knew it was the official Mala and not some spyware added hack offered at a random website.
If you have a laptop, you should be able to go to a local free wi-fi hotspot (McDonalds, Coffee shop, Library, etc.) and get what you need.
