Apparently your question was a software question and one of the other mods moved it to the software forum (exactly where software questions go).

Starwars only reads the dipswitches on start-up, so you need to restart the game.  I think pressing the [F3] key will do it after changing the dipswitches. but if not, you'll need to exit the game and start it up again (if you have a nvram folder).

This is listed as a "Bug That Is Not A Bug", since it's the same as in the arcades.

Try it and see to be sure, but should:

The nvram folder holds game dip switch settings as well as other game specific (non-input) settings.  (So you need the nvram folder.)
