Megatouch Force EVO poor LCD Picture Quality

I just put a brand new monitor in my Merit Force EVO.  It is  a 15" Samsung.  It is the older style with the monitor controller board and inverter board stuck to the backside.  It works well but there are some annoying quality issues.  I see rolling horizontal wave in the display.  The other monitor I pulled out of it was a newer "Smart" panel with the shielded boards on the backside.  Same noisy display.

Are MegaTouch machines inherently noisy with display artifacts?  or is there something I can do to improve this?

I have a pretty old Megatouch upright and it also has a noisy display, however the monitor in it is a Happ Vision Pro and all 3 of the Happ Vision Pro monitors I own are noisy.
Acceptance of Zen philosophy is marred slightly by the nagging thought that if all things are interconnected, then all things must be in some way involved with Pauly Shore.
