Thanks guys. I'm trying to adjust them but it's slow going. I'm using SSF2 as the test, and it seems to be a fine line, if I set it to not be able to click 2 at a time in 4-way mode, it has a hard time hitting the diagonals in 8-way. The stock position hits all of the 8-way moves perfectly, I hope I at some point modify them to the point of working perfectly as well. 
There are two things which can cause this:
1) Restrictor hole too large.
2) Restrictor and microswitch not a good match
Different switches have different actuation heights. The distance between the lever and the nub of the switch is not something which can be easily changed, so if it actuates at too high a point, it will be difficult to prevent 2 switches from activating simultaneously.
Try a different set of switches as a first step. With some switches, you may also be able to open up the switch and sand off a small amount from the underside of the actuating nub. This may work from the top as well, but you really want to keep the rounded top.
