Suggestions for a good starter mame computer?

Anyone want to help out a newbie?

I have no clue on what kind of computer I want to get.  There seem to be tons of cheap ones on ebay, but I'm kind of lost as to what's a good choice. I only have a few things I'm looking for though.

Able to play games as advanced as N64/Sega Saturn and run maximus arcade.
Easy to decase (to fit into a bartop setup) and to hack power button.
Preferably under 150 dollars.

I buy used car computers (ITX) off ebay for $30, the rest of the money would fund your project complete.

I usually look for combos with memory, but I am sure you can do just find of freecycle.
If I had only one wish, it would be for three more wishes.
