Joystick not coming to a quick stop

I just broke down and purchased an xbox 360 joystick to use with mame because I dont think I'm going to be able to build a full cab anytime soon.
It's a madcatz wwe allstars brawl stick.  It's supposed to have seimitsu or sanwa joystick and buttons.

My problem is that sometimes it doesn't seem like my character stops immediately when I release the joystick.
This is mostly noticeable when playing shmups like raiden but I've also noticed it when playing beat em ups.
Like I'll be going from one side of the screen to another, release the joystick and the character or ship will travel another inch across the screen.

What might be causing this and how could I fix it?

J/k. Is it a wireless stick?  I'm guessing lag... Either in the wireless or on your tv.

No it's not wireless and it's on my computer monitor not tv currently.
And it doesnt do it all the time, just when I hold in a direction for a longer amount of time.
If I just tap in a direction it stops like it should.

In your joystick (gamepad) tuning controls do you have a dead zone adjustment?  If too large it could be causing the delay in coming back to center.

No there's no adjustment.  You said "gamepad" but this is a joystick, make sure were on the same page.
It's either a semeitsu or sanwa stick and buttons.  Not sure if I could change a spring or something like that?

Sounds defective.  Like the spring is catching on something, or the inside of the joystick is worn.  I had something similar happen to a completely different joystick.  I did everything I could think of to restore it and ended up tossing it.

I had a zippy joystick do the same thing. I think it's cheap microswitches failing only occasionally.
