OK, here's what's happening (from ATI's support site).
TV output only operates at resolutions up to 800x600 or 1024x768.
Depending on the product you are using TV OUT will only support maximum resolutions of either 800x600 or 1024x768.
(1024x768 in my case)If you enable TV OUT when Windows is configured for a higher resolution (e.g. 1024x768 on a card supporting a maximum TV OUT resolution of 800x600), the television and computer monitor will both switch down to the maximum TV OUT resolution (e.g. 800x600). The desktop size, however, will remain at the previously configured value (e.g. 1024x768).
To navigate the large desktop, move your mouse to the edge of the screen. The display should pan across the desktop in the direction you move the mouse. <---This happens for me
To avoid this effect:
* Open Display Properties (from Control Panel)
* Select the Settings tab
* Reduce the "screen area" to the maximum TV OUT resolution of the card or less
The issue is that a few games are opening at resolutions upwards of 1024x768. Forcing the resolution to 640x480 or 800x600 does the trick
