Windows at low res

Some years ago I was able to set windows98 at 320x240 and other very low res modes. I think I used hztool, but I can't remember for sure. Now I've been trying without success. Any idea how to achieve this? I'm using a Geforce1 DDR and also an ArcadeVGA.

but you can have an app change it also...
