Problems with Soft15khz

My problem left before I build I connect the controls is that I downloaded Soft15khz and installed it along with the quickres, but I still can not display resolutions below 640x480. They are not showing up as options in quickres.

Can anyone help with this problem?

Still having problem with soft15khz... I pressed "install 15khz" and it appears that nothing has changed. When I open quickres, I can only go as low as 640x480 even after restarting the computer. I am using an ATI Radeon 4800 HD series graphics card. Can anyone provide any insight? Is it possible that the lower resolutions are not showing up because I am using an HDMI cable to connect to a TV?

Nope, the problem is not HDMI. I just borrowed a monitor and used the VGA and still a no go.
