I just picked up a fully functional SF2 World Warrior Cabinet. I want to set up MAME to work in this cabinet but retain the ability to play the SF2 Jamma board.

Here's what I already have from my previous MAME setup (built 5 years ago) that I could use in this cabinet:
1. Ultimarc I-PAC2 (ps/2 version)
2. Windows XP PC with ATI All-in-wonder 9800 video card
What would be the least expensive way to do this? Here's what I'm thinking:
1. Jamma Fingerboard for $4 (
http://www.jammaboards.com/store/jamma-adapters/jamma-fingerboard-adapter/prod_1.html) - solder the connections from the I-PAC2 to the Jamma fingerboard and swap the jamma board between MAME and SF2 depending on what I want to play.
2. Use Soft 15KHz (free) with my ATI All-in-wonder 9800 card to output the video to the monitor. I'm not sure how this works, I've never hooked up anything to an arcade monitor, what do the connections look like?
Do I need?
1. Ultimarc J-PAC? From what I'm reading, it is the easiest solution and requires no soldering, but costs $70. Also since I have the I-PAC2 already, using the J-PAC would render the IPAC2 useless right?
2. Ultimarc ArcadeVGA (to replace my ATI video card) - seems like the most plug and play solution, but expensive.
3. A VGA to CGA converter (
