Trying to remember the name of a game

In the cutscene the 'heroes' would all run up a staircase to the next level.  I think the game was in a castle and the characters had to get to a specific floor.  I remember just dozens of floors...  I played a lot of black tiger at the same relative time.

That ring a bell with anyone?

Thanks. I can now stop digging through roms.

here's another one that my brother in law is trying to figure out:

bad guy running frm cop through tunnels stealing bags of gold
it was a 2D game setup - similar to all other games in the late 80s - layers of "floors" like donkey kong or burgertime or etc
he could ride on a coal car sometimes and could reach up and hang from a light in the tunnel while to cop would run by
