Monitor help please (rolling/jumping)

I'm hoping someone can solve my monitor problem for me. I fired up my MAME machine for the first time in a few months today. I noticed when I did the sound was unusually high. Hmmmm. Ok, the monitor jumped/rolled a few times at startup, the windows screen, as usual and Mame loaded as usual. Everything was fine. Then the monitor started jumping, it almost looks like a button is stuck kind of rolling/jumping. This wouldn't surprise me because the machine hasn't worked the same since I moved to my new house but it was playable. Just had to change a few buttons, but this monitor problem is brand new. I thought the monitor might be going bad but if I use the screen dial on the actual monitor inside the machine I can get the jumping to stop...UNTIL I load a game, when the game loads it triggers the monitor jumping to start again. Any idea how to solve this? Is it a conflict somewhere? Do only certain games trigger it? I was able to play Bump and Jump for example, but other games trigger the jumping. Is there a way to reset all the equipment (IPac, Arcade VGA to defaults)? Is that necessary? It acts like there is a conflict in the Mame equipment and Windows. Any help would be appreciated.

It kinda sounds like a sync issue. Is it an arcade monitor or VGA?
maybe the sync line came loose. check all connections. some monitors need just hor sync, others need vert and hor.

It's an arcade monitor. I wonder if something is conflicting in the controller setup (IPac). The way the screen jumps it looks like what would happen if a button were stuck on the keyboard. Plus, since it doesn't happen until Mame loads it makes me wonder that even more. Maybe I should find a way to reset everything to default and hopefully that would work??? Thanks for your help!

I am able to confirm that it is not the monitor that is bad, thankfully. When I hook up the original game it works fine. When I hook up the computer that runs Mame is starts jumping. The weird part is it certain games and/or screens seem to stop the jumping. It seems to like Time Pilot, Mat Mania, the Simpson (some times) to name a few. When a game will stabilize the screen I can play the game, go back to Mame and pick another game etc..which leads me to think that the connections are fine. If a connection was bad, the screen would jump regardless and never stabilize. Is there a setting in the VGA that might have gotten changed/reset? Or something I could check on? I don't know how it would have gotten changed unless when I had the computer disconnected for a while that reset the settings for Mame. I should also mention, the above games that it seems to like, the screen jumps during all the load screens (the B&W squares, the text etc, and even the insert coin screen) but when you insert a coin and press the start the game plays as it should. It's almost as if the computer is sending two different kinds of signals. It doesn't like the default Windows signal but it can process the game play signal. I looked at the Windows setting, after it stabilized, and it is 640X480 but I only have 4 options. Again, any help would be appreciated. Thank you.
