Control Panel Button Value Options?

I have a panel off a game i just bought could use some help from a pro...

I plan to buy an iPac 2 for interfacing but the bottons on this panel are already cut in steel and dont want to change positions.
If you where to set up for the most flexible array of play where would you connect these buttons? 1-14 assuming 12-14 will be for pinball.

Any help would be appreciated maybe this is a fun puzzel for some  :)

Well, anything you set up for two players has to be two buttons only, since it would be awkward to switch hands during gameplay. Sure, you could wire it to be 4 buttons per player, but that wouldn't work as well.

At least you can play Karate Champ and Robotron on it.
