Graphics Card and Audio card advice

I did a search and didn't find any good answers.  I am looking to update the old computer that I am using.  Here is what I have determined I will try to get:

dual core at least 4.0ghz
4gig ram
win 7 x 64
500gig HDD

I know nothing about graphics or audio cards I might need.  I plan on playing Mortal Kombat 1,2,3,4 and Killer Instincts and would like to try the newer street fighter games.  Also, NFL Blitz games and many of the older games that run fine on my stock Dell.  Does what I have listed seem like enough?  What is the consensus graphics card and sound card that would run those type games well enough?  Thanks for the help guys

for just mame, on-board audio and essentially any video card will be fine.
