What I have been reading is no... Microsoft will not allow xb360 pads to be used on a PC.
There are folks here who know all about what you want to do, and have done it themselves, but I can can confirm that wired Xbox pads (or in my case, I have a couple 360 arcade sticks I want to use for projects, one Hori EX2 and one HRAP) are great for PC.
It is possible, that is what I did on my cab
Easiest way to do it is to hack 2 xb 360 pads
usb, the controls are recognised by windows, if the particular emulator doesn't support it you can you xpadder
Get the street fighter iv pads and hack them. The triggers ate digital, no need to convert them from analog
you can get these if you cant solder. and you have ps3 support.http://etokki.com/Xbox360/Joytron-Paewang-Revolution-PCB-Only
Yeah, all the wired hacks I do for people now are done using the MadCatz FightPad. Best bang for the buck...@Donkbaca, the pads are no longer $25 at vpgames. They're back up to ~$40.

There is no Street Fighter at my local EBGames only a wwe-all-stars-brawl-pad, however I think I can safely assume it's the same thing right?http://www.gamestop.ca/xbox-360/xbox-360-wwe-all-stars-brawl-pad/309281
