Does the neck on the monitor light up (look in back, not in front)? If so, then it either works, or at most needs mild repairs. The monitor is likely not the problem in that game, else it would still play blind (games USUALLY only have one major thing wrong with them, because people tend to stop using them once they break).
Your problem could be a faulty (or incorrectly adjusted) power supply. Actually, that would be great if it is, because that would mean that you valuable 4-slot neo geo board may still be good. So, maybe even before you try a JAMMA board, try adjusting the knob on the power supply. If you have a multimeter, then use that to tune it in properly. If you don't have a multimeter, then just try turning it slightly up a bit at a time, and then slightly down a bit at a time, turning the cabinet on again after each adjustment.
If that don't get it going, then I would buy the cheapest working JAMMA board you can find on ebay before you do anything else. Use it to test your cabinet out. If you can't get that one working either, than it is likely the power supply.
Or, if you want to kill a few birds with one stone, then just buy a JAMMA board a power supply, AND a monitor cap kit all at the same time. That will probably get you going. Oh, and it sounds to me like you just listed your make of tube, and not your make of monitor, the monitor model should be on the monitor PCB, and not on the tube.
