Police Trainer Guns Problem

Ok, I cannot figure out how to get my guns to shoot accurately.  I am completely stumped on this problem. 
Here is what I have done:

Checked the power to make sure its as close to 5.0 as possible which it is. (Adjusted it to 5.25 and no change in accuracy)
Adjusted the contrast for a clear picture.  (Screen is also clean)
Adjusted the brightness, set it closer to low level, because of the flash brightness can affect accuracy if too high.
Went into the setting on the arcade and adjusted the flash levels up and down too see what is best.  (Currently at 13).
Calibrated the guns over a hundred times just in case it was human error (Tried to calibrated it from close and far with no better change)
There is no bleeding of colors and picture is perfectly clear.
I checked the gun connections on the board to make sure there in the right way and no prongs broken off (Installed properly and nothing broken)
Checked the outside lens of the gun and no cracks/scratches.

The only thing I have not done is open the guns up and see if there is a problem inside them, but I did go to the diagnostics and when the trigger is pulled it registers on the machine as a connection (0 when trigger is not compressed, 1 when it is).

I just don't know what it can be, both gun are not accurate even after fiddling around with all this, they either shoot to the left or right, and sometimes on the target.  Its not horribly bad, but enough that you miss and you can tell that its not what a normal arcade machine should be.  I honestly don't think its inside the gun, but what am I missing and has anyone ever had anything like this...
